"Suitability is clearly an important part of any renewal process but there are, of course, other elements you'll want to consider in conjunction with that," Grossman said.

"Given that there have been no significant areas of concern with Penn National with relation to their ongoing suitability, I think that this format where we have an established protocol, we have forms, if we can just modify that for this purpose, that's the most efficient use of our time, resources and it will effectuate the due diligence requirements for ongoing suitability of the licensee," Wells told the commission.Īside from the broad question of suitability, the commission also has to determine the scope of its renewal review so licensees will know how they will be evaluated when their license it up.
